How do Application quotes work?

For Application jobs, you have 24 hours from broadcast to submit a quote covering: itemised labour and materials, a proposed start date, expected duration, and any clarifying questions or scope notes. For Tier 4 jobs, your quote must also be split into three milestones, with deliverables specified for each one.
