How do Application quotes work?

For Application jobs, you have 24 hours from broadcast to submit a quote with: itemised labour and materials, proposed start date, expected duration, any clarifying questions or scope notes. For Tier 4 jobs, your quote must also be broken into three milestones with deliverables specified per milestone.
